The ledger
A recall is announced and counted. Whether the cars were ever repaired is published once a year, as a PDF, and as far as we can establish nobody turns it into data. So we did. Of 23,341,287 vehicles recalled in the campaigns that filed their eighth-quarter report in 2025, 5,156,457 were never fixed.
Whose cars are still on the road unrepaired
Ranked by the number of vehicles never fixed. The rate is weighted by fleet size, so a large recall counts for more than a small one.

Year on year
Each annual list covers the campaigns that reached their eighth quarterly report in that year, so these are different sets of recalls rather than the same ones counted twice. Both were read by the same parser and checked against the bulk file the same way.

How this was worked out, and how to check it
NHTSA publishes completion rates once a year as a PDF and in no other form. This site reads that PDF directly. Because a misread would be invisible, every row is then checked against a different NHTSA publication: the bulk recall file, which gives the number of vehicles for each campaign independently.
